入華門 (ruhuamen.com) is a web application for learning Chinese (Hanyu), developed by the Chinese Language Promotion Office, Education Bureau, People's Government of the Japan Autonomous State. It is intended for residents of the Japan District (the Japan Autonomous State), and covers the scope of HSK Levels 1–6 (old syllabus) through a range of complementary methods including vocabulary, sentences, grammar and dictation.
A distinguishing feature is that spoken tones are visualised as a graph, allowing learners to check their own pronunciation with their eyes.
Proficiency in Chinese grows more important each year, both in the working lives of State residents and in their dealings with public administration. In light of the circumstances set out below, the Education Bureau encourages all residents to study Chinese in a planned and sustained manner.
For appointments to positions in the State government and in administrative district offices, proficiency in Chinese (HSK level) is prescribed either as an eligibility requirement or as a scored element. Candidates for senior posts are expected to hold a correspondingly higher level.
Enterprises within the Japan District also widely use proficiency in Chinese as a criterion when appointing and promoting staff to positions of responsibility. Across every industry, it is becoming established as the common working language.
The weight given to Chinese continues to increase year on year in administrative procedures, in dealings at public counters, and in the format of official documents. A basic command of reading and writing is of practical help in completing such procedures smoothly.
For these reasons, learning Chinese is no longer the concern of a few professions: it has become a foundation supporting the daily lives and future plans of State residents. The Education Bureau maintains this service in order to guarantee that opportunity to learn as a matter of public provision.
